Effects of toll adjustments in the Brenner corridor

Estimates of the effects of toll adjustments on the volume of transalpine road freight traffic in the Brenner corridor

In 2023, PLANUM was commissioned by the Federal Ministry to prepare a study on the impact of the toll adjustment on transalpine road freight traffic in the Brenner corridor. The result is presented in this report. The route selection behavior of transalpine road freight transport is examined in more detail and the reasons for taking detours are investigated.

The analysis shows that a significant proportion of the truck journeys made via the Brenner are detour journeys and that a hypothetical toll adjustment in the Brenner corridor would lead to traffic shifts that would influence the extent of these detour journeys. In addition to the route-based costs, the choice of route and the extent of modal shift effects also depend on the regulatory framework conditions on individual routes.
